The purpose of ou,Environmental Pa.ne.h.pi A t d The IOD Proeram has so far been a uniqye initiative in S^Í ^P-nt of NGOs, although regardmg itsSodlit i, not without precedents. Because of ,ts relauvely leng history and the consideiable number of organizations participating (20) we felt it timely to explore - in retrospect and to analyze - m depth - the process, the achievements, and the possible mistakes, as the conclusions to be drawn may be useful for similar organizations working for development or for civil society in generál. The assessment followed several guidelines:How suitable and useful is the IOD model for strengthening thesustainability and stability of NGOs?How lasting are the changes achieved during the organizational development, and when are these to yield fruits? As the process was concluded at different points of time - six months, one year or three years before the survey - a comparison hereof was rendered possible.How do the results differ concerning the various organizations? In case of organizations of what type, of what size or of which field of activity turnéd out the program to be the most effective, and why? In the course of the program, the organizations repre-sented a wide spectrum both concerning their scope of activity (from the protection of minorities to juvenile organizations and greens) and their geographical situation, which provided oppor-tunity for different kinds of comparisons.We have tried to involve in the assessment all the organizations and contributors who became connected to the IOD program In the course of the investigation we equally relied on the written documents of the program, the interviews prepared with kev sons, and the questionnaire surveys of the organizations Each organization's organizational development process, its achiev ments and effects have been prepared as separate case studies and based hereon we have attempted to draw generál conclusions' that can be employed more universally.Nevertheless, the question may still arise: why is it necessarvall to develop NGOs, and what role does our Foundation pja ^this process?
