Dear Olympic Games Visitors and Participants: It is a proud time for this country as we watch the youth of every continent gather under the Olympic banner of peace during the Games of the XXIIIrd Olympiad in Los Angeles. On behalf of the thousands of employees of the U.S. Postai Service, I extend to all visitors a warm welcome to Los Angeles. I alsó want to extend our sincerest congratulations to all the men and women whose talent, courage, and perseverance have earned them the honor of participating in the world's most prestigious athletic competition.
