Presently, there are ten training centers in Hungary. The functions of thisinstitution system can already be seen in the labor market and in the area oflabor development.What caused the creation of this institution system in Hungary, where bothinstitutional teaching - education and vocational training have significanttraditions? How was this type of institution, which does not have any nota-ble traditions in Hungary, created? At the international level, however,there are institutions of this type. During the past twenty to thirty years,with a regional character in adult training and a vocational character in sev-eral countries, institutions have been created which have dissolved a lot ofthe fetish still employed by pedagogy. What is the essence of this? The factis that in economic adaptability, labor development, and from the aspect ofthe impact of labor quality on the efficiency of production - services proce-dures, it is not unimportant in any countries of the developed world howmuch this flexible adaptability can be served and helped by an appropriateinstitutional structure. In Hungary, at the time when there was full em-ployment, no one really intended to deal with this issue, and this thought isconnected to the time of industrial restructuring when one of the prerequi-sites of taking up a loan was that investments should not only concentrateon the machinery and the technical side of technological change, but the re-lated changes in human conditions should also be considered. This is howthe recommendation - of which, at that time, the State Wages and Labor Of-fice (ÂBMH) and later the Ministry of Labor have become the professionalexecutors from the beginning - was made that an institution system be es-tablished in Hungary which is suitable for supporting the issue of techno-logical change also through the means of adult education.The appearance of long-term unemployment, which was only mentioned inprofessional prognoses at the beginning of the '90s, also indicated that struc-tural policy cannot be handled by job creation only - taken in narrowersense - within the world of work. The institution system of changes,changes of vocations and knowledge should also be made.
