Preface
This book covers the elements of the British constitution. While the text is primarily designed for students preparing for the General Certificate of Education at 'O' and 'A' levels of the various examination boards, the ground covered also makes it suitable reading for professional examinations in local and central government and in public administration generally.
Additionally, the book will be particularly helpful for student accountants and for all those training for professional positions such as company secretaries, hospital administrators, estate agents, surveyors, and many others.
For the general reader the book provides a thorough background to the political constitution under which we live and a comprehensive, up-to-date insight into its workings.
In short, it is a book about citizenship which gives the layman a clear and concise understanding of his rights, benefits, duties, and responsibilities. As such, it should provide interesting and valuable reading for all of us privileged to be members of a great democracy.

Tribute
Colin Padfield died suddenly and tragically in December, 1978. He had an acknowledged gift for writing and communicating with people. He was about to retire early from his post as a lecturer at the Somerset College of Arts and Technology in order to devote his time entirely to writing. This was not to be, and we have lost a warm, able and stimulating friend and teacher.
