INTRODUCTION
The 19'" issue of the Central European Political Science Review treats the topic of "POLITICAL CULTURE AND MULTI CULTURE IN CENTRAL EUROPE". The authors are examining on the one hand the theories of human right and minority right, on the other hand the practice of right in the Central Europe. Both are very important to the regulation and the stabilization of new democracies. The political culture and rights form fundamental parts of democracy. The No. 19'" of CEPSR is dealing for one side with the collective right of ethnic minority, and for other side with the responsibility of intellectuals in the society and in the media in the past and today.
The chapters give us an interesting picture about the theoretical and practical problems of political roles and rights of Central Europe. The authors are from different countries of the world: from Great-Britannia, Bulgaria, Germany, Hungary, USA, Spain and Turkey. We hope that the No. 19'" Central European Political Science Review will to serve and enhance Central Europe, to broaden and spread the thoughts of Central Euro-peanism.
The CEPSR is a non-profit one. That is why it is of great significance for the future of the review to have more and more subscribers. We have subscribers from 31 countries of the world by this time.
The editors of CEPSR welcome articles, conference reports and book reviews for publication, which focus on Central Europe and Europe. This is the way CEPSR can contribute to the strengthening the relationship, understanding and the exchange of information between the researchers of our region.
