Over the past twenty-five years, the European Community has adopted a broad spectrum of legislation aimed at restoring and protecting the environment - most often through directives setting standards for emissions and environmental quality and requiring governments to collaborate in environmental protection plans, programmes and schemes for the regulation of industrial activities and products. Over the past fi ve years alone, -the volume of Community environmental legislation has almost doubled as the Community has moved into new areas and began to develop new instruments of environmental policy. The priority given to high standards has not been neglected. But a new mandate to integrate environmental protection into the Community's other policies has been added by the 1987 amendments to the EEC Treaty and strengthened by the agreement of the Heads of State in Maastricht. The Community's environmental legislation is a point of reference for many countries and a practical model of successful supranational collaboration. Legislation will continue to be necessary to set minimum levels of environmental protection standards and procedures, to implement international commitments, and to preserve the integrity of the single markét. In the future, rules and standards will be supplemented by economic instruments and horizontal supporting instruments dealing with information. These volumes of European Community Environmental Legislation will be published in all of the Community official languages. They are intended for the growing body of environmental practitioners in government, industry, educational institutions and priváté organisations. This information about Community environmental legislation will provide a basis for the common endeavour of meeting the environmental challenges of the next century. The success of the Community's environmental policies and laws will depend on the understanding, cooperation and willing commitment of all groups and individuals in society.
