1 ¦ I ir 'i' '1 • ^ i Preface The unity of Europe is under construction, or at least, that is what we are told every day by press and television. This, in fact, only means that there will be common rules regulating the exchange of goods and services, the movement of capital and men, the payment of the taxes and economic and political relationships with the rest of the world. There will no longer by customs and passports. That would be sufficient for us: indeed, we could desire no more. It would represent a measure of uniformity capable of guaranteeing the compactness and strength of our continent while leaving historical forms and peculiarities of civic and cultural life intact. We shall have a single market and sooner or later a single currency and maybe even some form of political unity.
