1. CHCTEMA 0EPA30BAHHA B CCCP SCHOOLS IN THE USSR The system of education in the USSR is based on truly democratic principles. Tuition has been and remains free for everyone which makes education accessible to all, regardless of race, nationality, sex, religion, property or social status. It is compulsoíy for all children and teen-agers. All citizens have the right to learn in their own language. Instead of the multitude of schools, priváté and staterun, that exist in capitalist society and that often have different curricula, we have one single school system of education which is run by the state and is based on a ten-year curriculum effective throughout the whole of the Soviet Union. This means that every boy and girl in the country not only receives the same education but alsó has an equal chance to enrol at any secondary specialized or higher education establishment in the Soviet Union. In the USSR children have the opportunity of going to school even in remote villages. The children of reindeerbreeders, for instance, are provided with special boarding schools where they live and study while their parents roam the tundra with their herds. There are no elite schools in the USSR. There may be children of a scientist, a worker, a writer and a farmer sitting in the same classroom. Nor is there any division of schoolchildren according to religion or nationality. All the expenses of education are borne by the state. It is significant to note, that the budgetary allocations for public education are growing all the time; as it is becoming more expensive for society. Expenditure on generál school education is growing as teacher's salaries are increasing, their conditions of work are improving and classroom facili-
