Preface N early fifteen years have passed since the International Committee of the Red Cross (ICRC) first published Prof. Frits Kalshoven's Constraints on the Waging of War. The need for an introductory textbook on the subject, which includes its origins and its most recent developments, is now greater than ever. Once again, Prof. Kalshoven, whose expertise in humanitarian law is universally recognized, succeeds in bringing together, in a book of limited length, the principal rules of humanitarian law, and doing so in a style whose accuracy and thoroughness will appeal to specialists and whose clarity will make the book accessible to students turning to the subject for the first time. The blending of theory with actual practice renders this book not only extremely useful, but most interesting to read. In this new edition the authors bring Constraints on the Waging of War up to date with the important developments of recent years, especially concerning the rules governing weapons and in the field of international criminal law.
