INTRODUCTION
Early last autumn my treatise on the political system of socialist self-management was published in Yugoslavia under the title, Directions of the Development of the Political System of Socialist Self-Management.
The title says much about its contents as well as about its purpose. It was designed to serve as the basis for a nation-wide debate, mainly within the League of Communists of Yugoslavia, about the further development of the political system, following various far-reaching changes in the socio-economic structure of the Yugoslav society as well as in the economic and political structure of inter-republican relations — the latter being extremely important for a multinational country like Yugoslavia. My treatise was therefore written with a view to adapting the political system to these new changes, and indeed to reforming and improving it in those sectors where it had become necessary to do so.
With this object in mind, I have brought up a number of the major issues, problems and tasks involved in the further building of the political system of social self-management in Yugoslavia. Suggestions for ways of dealing with these problems have been given in the form of general proposals and policies, many of which have already become a topic of public discussion. What our young socialist self-managing democratic society really needs is not any fundamental change in the way in which it is developing, but rather its dynamic integration into a single whole, and the continual enrich-
