Preface to the second edition
The purpose of this book, first published in 1970, is to provide a concise but comprehensive source of information for those who are embarking on an international - and particularly a diplomatic - career.
It has been revised and added to with the assistance of diplomats from many countries and members of international organisations. Tradition forbids me to mention them by name, but I would like to take this opportunity of expressing my sincere appreciation to them for their unfailing courtesy, patience and kindness, and to acknowledge unreservedly the value of their contributions.
Those professionals whose daunting task it is to manage the international affairs of nations need to be not only wise, but knowledgeable on a vast range of subjects; and if this source of knowledge assembled with the help of so many kind experts can help them in their task, I am sure that all who contributed will agree that it has served its purpose.
