And applying this to the realm of politics, whether national or inter-national, we may say that those who can, govern; those who cannot, write books about government.This is a book about government. Indeed this is my second book about government, and I fear that its appearance should be sufficient to lose for me entirely the name of action. But it will be readily understood that it would be impossible for me to put into practice what I preach, i,e. govern instead of writing, for I have not even left the University yet. Nor do I claim that it would be a good thing were any of my age in a position to sway the rod of empire. For as the French saying has it si jeunesse savait et si Vagesse pouvait. If youth has the will it has not the knowledge. Our elders have the knowledge without the will.A combination of the two, however, may achieve wonders.
