Introduction
Leaders from politics, industry, science, culture, and the media followed the invitation of the Bertelsmann Foundation and came together in an informal atmosphere, away from the bustle of day-to-day agendas, to exchange views on the risks and challenges that Europe is currently facing. The Bertelsmann Foundation's concern is to provide the opportunity for a target-oriented dialogue. The forum is designed to depart from the traditional forms of discourse and to offer room for new solutions. It is not primarily the short-term decisions that the discussion focusses on - but sustainable strategies and options for the future of Europe.
To start with, the Bertelsmann Foundation appointed a Steering Committee charged with the task of identifying the major challenges of the day. On this basis the Research Group on European Affairs prepared a comprehensive strategy paper that served the participants as a discussion guideline. Both the individual presentations and the summaries of the documents prove that we are living in an era that is admittedly aware of the approaches needed to solve individual problems but is again and again faced by new challenges that demand a comprehensive, strategic approach. It is particularly for this reason that it is important to gather representatives from different fields of political responsibihty around the same table. However, the Peters-berg forum is not only unique in terms of the composition of the field of participants but also in terms of the way in which the dialogue is conducted.
