But now, since it seems certain that the Axis powers will be defeated in the end, people are everywhere asking: What can and must be done after the war is over to prevent another such disaster occurring in another twenty-five years?There are still some people who say that the only important thing now is to win the war, and that it is a waste of time and effort to talk about what can be done after it is won. But most peopleat least most people who express their opinionseem to think that the United Nations ought to get together now and agree on some plan or policy for dealing with the international problems that will arise as soon as Germany and Japan are defeated. This questionthe question of "post-war reconstruction," as it is called is now almost as much discussed as the war itself. It is being discussed over the radio, in the newspapers, on lecture platforms, and in private conversation. A vast number of books and pamphlets on the subject have been published, and the number increases week by week; and the subject is being systematically studied by British government officials, by our own State Department, and by Various organizations of private citizens. Many different and conflicting plans and suggestions for "post-war reconstruction" have already been made, and more will be made, all designed to accomplish the same objectto prevent a repetition of wars such as this and the last one.
