Preface"Europe will not be built all at once or as a single whole, it will be built by concrete achievements"Robert SchumanEurope has a historical task after the end of the epochal East-West confrontation. We are entering a new phase in international relations, a phase where European citizens can celebrate their common victory over division of the continent, a phase which will lead to peace and democratic stability, economic prosperity and social progress all over Europe, a phase where the security and well-being of every European citizen is the ultimate purpose of international co-operation.In the near future the Union's decision on enlargement, opening a new chapter in European history, will face us. Both the European Union and the Central-Eastern European countries have to undergo the tests of the accession negotiations to be prepared for this historical event. To organise the "International Conference on the Implications of the Enlargement of the European Union" was our attempt to promote a better understanding of the problems involved in the pre-accession phase. The Conference had an interdisciplinary character and covered therefore political, economic and legal aspects of the prospective enlargement of the European Union. Aiming at enhancing regional academic co-operation, István Bibó College of Law invited scholars and students from Bulgaria, the Republic of Croatia, the Czech Republic, Slovakia, Poland, Romania and Ukraine to the Conference. This publication, containing selected papers delivered during the Conference, is dedicated to the founding fathers of István Bibó College of Law and to the supporters of its countrywide high reputation. It is published on the occasion of the 15th armiversary of the College. Please allow us to acknowledge our very considerable debt of gratitude to the distinguished contributors of this publication. Our special thanks are due to the Delegation of the European Commission to Hungary and to the Soros Foundation for providing financial assistance to cover the expenses of the Conference.Imre PappAndrás NikodémDirectorTutor
