The Author Campbell Balfour is a graduate of the London School of Economics. He has worked in industry and has extensive experience in local government and municipal transport, as a city councillor and member of the Finance, Establishment, Joint Consultative and Transport Committees. He has taught in American universities, and has recently been working with the I.L.O. in Geneva and Asia. He is now Senior Lecturer in Industrial Relations at University College, Cardiff. Campbell Balfour is the author of Incomes Policy and the Public Sector (Routledge & Kegan Paul, 1972).
