Preface"Information society" is a term used to describe the most recent stage of social history. In the 20"' century the most developed countries gradually "entered" the state of information society and it is expected that within a matter of a few decades the majority of the world's population will be living and working in a global information society.Although the concept came into being around the same time as the new social quality, it gained wider recognition and acceptance only from the early 1980s, by which time there were several attempts at establishing "proto-concepts" to denote the new "paradigm" that was emerging at the time. Then, almost instantaneously, a struggle started - partly to counter abruptly emerging "counter concepts" and the tendency to apply the term information society in a limited way, merely in the context of information technology - so that the concept would regain its original, holistic meaning, applied in the context of civilisation theoiy. Efforts to achieve this can also be seen in information society studies that emerged in the second half of the 1990s, aided by social informatics, which deals with the analysis of micro- and meso level phenomenon as well as the social issues pertaining to information- and knowledge technology.It is not definitions that will reveal the genuine meaning of information society but comprehensive analyses extending to all sub-systems. In this way it will become measurable when a country "switches" from an earlier state into one of information society. Three levels of taxonomy ("great narrative", "small narrative" and "mini narrative") provide the framework for the literature of information society with its the most fundamental challenges emerging as civilisation theory issues.There are lot of aspects and aproaches to talk and think about information society. Anyway, what does it mean today? We need some meaning-archeological considerations to jump from the early information society definitions to the nowadays information strategies. "Information strategy" {or "Information Society Development Program" or simply "IT-policy") as an emerging entity of government-level strategic planning combines and integrates the former sectoral policies - a library-based information policy, the information technology industry development, the cultural, educational and scientific policies etc. The "Vision" character as a focus-point of the planning method was bom in the late 70's in biggest (multinational) companies, as a new alignment with the latest generation of strategic information systems. The political sphere has adapted this solution from the management science, and have built into his planning methodology.We have also analyze the information competition element.
