INTRODUCTION
In the final Act of the Conference on Security and Co-operation In Europe (CSCE) the 35 participating states have acknowledged that "an ever wider knowledge and understanding of the various aspects of life in other participating states" contributes "to the growth of confidence between peoples".
Against the background of tension and confrontation of the 1980s, ten years after the Pinal Act of Helsinki was signed. It seems to be more urgent than ever before to build confidence in the relations between states and peoples In order to secure peace on a world-wide scale, to stop the arms race on the earth and to prevent Its extension to outer space. Increasing recognition is given to the necessity of developing a new approach In the nuclear age which is aware of the responsibility for the preservation of life in our world as a whole. In this process the mass media both can and must play an outstanding role. International communication between states and peoples, which gets its orientation from the objectives and principles of the CSCE Pinal Act, can make a great contribution to building an international climate of confidence, which would facilitate the solution of the global problems of our time.
Therefore, a scientific Investigation of the interrelation between international communication and confidence-building in Europe is more than a purely theoretical challenge. The Department of Journalism and Mass Communication at the University of Tampere and the Institute for International Studies at the Karl Marx University of Leipzig wanted this joint seminar to make a concrete and practical contribution to the dialogue between representatives of states with differing systems. Since confidence-building is a multilateral process the two universities agreed to invite scientists from several countries of the East, the West and the South
