II. OPENING CEREMONYThe Opening Ceremony of the Session was held on the 25th August at 3.00 p.m., in Room I of the UNESCO Conference Building. It was presided over by Mr. Jacques Legrand, Director for Gas, Electricity and Coal at the Ministry for Industry and Research of the French Government.At his sides on the platform were : Mr. A. Esta-viev, representing UNESCO, Mr. G. Jancke, President of CIGRE, Mr. R. Koch, Chairman of the French National Committee of CIGRE, Mr. H. Meyer,Chairman of the Technical Committee of CIGRE, Mr. I. Popkov, President of the I EC and Mr. René Pélissier, Secretary General of CIGRE.After an introduction by Mr. Jancke, who welcomed Mr. Legrand and the Delegates to the 26th Session, and a reply from the Director who officially opened the Session, Mr. Chauncey Starr gave a lecture on Economic Growth, Conservation and Electricity.The texts of the speeches are given hereafter.Photo 1The platform.From left to right : Mr. Pdlissier, Mr. Popkov, Mr. Jancke, Mr. Legrand. JANCKE,BY Mr. JACQUES LEGRAND,PRESIDENT OF CIGREDIRECTOR FOR GAS,ELECTRICITY AND COAL AT THE MINISTRY FOR INDUSTRYMr. Director, Ladies and Gentlemen,In the name of CIGRE, I wish to welcome our 2,170 Delegates and 650 Accompanying Visitors and hope they will successfully combine business and pleasure during their stay in Paris.Mr. Director, I am very glad you have managed to give us some of your time in spite of your numerous occupations and preoccupations. The French Government has entrusted you with the task of planning out the energy policy and your presence among us is proof of the pre-eminent role of electric energy in this policy. You may be assured that we are well aware of this as is evidenced by the size of our Conference./ thank you Mr. Director for your Government's interest in CIGRE and hereby kindly ask you to open our 26th Session.Mr. President, Ladies and Gentlemen,Mr. Mentre, General Delegate for Energy should have presided over this opening ceremony of the 26th International Conference of CIGRE.Unfortunately, urgent and unexpected obligations have prevented his joining us on this day. He has thus requested me to express his regret over this mishap and to forward his most sincere wishes on this occasion.As I already had the pleasure to attend your last Conference, I am very grateful for this opportunity to preside over the opening ceremony. I feel particularly honoured with this task and I dare hope you will forgive the rather informal nature of this speech.
