Introduction
In 1989, in Meet the Challenge, Make the Change, we set out the conclusions of Labour's Policy Review. That document stands as the fullest statement of Labour's modern democratic socialist case.
In the months since it was published Labour has been on the advance. In the opinion polls and in the European Pariiament elections, in local elections and in parliamentary by-elecuons we have been gaining new support.
In this document Looking to the Future we have focused on the main policy areas and talcen account of further changes in Britain, across Europe and in the rest of the world. In doing so we are responding to a desire from every part of Britain for a new approach to a new decade, we are leading the efforts for change, and we are establishing our agenda for government.
Realism about the challenges and the opportunities which face us, determination to apply our values of freedom and fairness, strong commitment to helping the British people to prepare for the future are the continuing themes of this document and our campaigning.
In government we shall take the same approach in our efforts to strengthen individual liberties, raise standards of community services, help to make the economy more productive and competitive and exert proper influence in the process of change taking place in Europe, inside and outside the Community.
