But the development and spreading of ideas is only the first part of the story, and the easiest at that. The transposition of those ideas into reality is more diflncult. That is where politics come in, inevitably.A new vision of social protection, for instance, will only become reality if and when the political decision-makers overhaul the existing system to introduce a new one.
