Although a number of the CEECs have beengradually incorporated into various data gathering schemes relating tomigration, there is no report exclusively devoted to the CEECs.Since the end of the 1980's the CEECs have been faced with a new set ofmigration policy challenges. They are all involved in establishing newadministrative and legislative systems to cope with population movements.At the same time, they are all affected by and seek to adapt to the emergingEuropean Union (EU) border and migration regime. Five of the nearlytwenty countries of the region have started membership negotiations withthe EU, an additional five are associated to the EU, and others, which havenot applied to join the EU, will be affected by the EU migration system.Given the need for an annual policy-oriented overview of migration trendsin the CEECs, the International Organization for Migration (IOM) and theInternational Centre for Migration Policy Development (ICMPD) decidedto develop a joint project on the basis of the bilateral cooperationagreement that was signed in January 1997. Both organizations haveextensive knowledge and expertise on migration trends in the CEECs; IOMthrough its Migration Information Programme (MIP) since 1993, andICMPD through its involvement in the data-gathering process launched in1994 with the Central European Initiative (CEI) and the Budapest process.The close collaboration between IOM and ICMPD on this project has beenfurther facilitated by the establishment in Vienna of IOM's TechnicalCooperation Centre (TCC), which incorporated the MIP in 1997, thus co-locating the research capacity for the region of both organizations.The report merges the relevant data-gathering activities of ICMPD andIOM under a joint project, whereby an annual report on trends in migrationin Central and Eastern Europe (CEE) will be issued.
