Editors' Note Millennium III Quarterly is honored to devote its fali edition to the Proceedings of the Club of Romé Symposium How to Ride the Global Wave. Avoiding Crises and Wars, Building Common Projects. The Meeting was held in Bucharest, September 12- 14, 1999. Our best thanks go to the participants for their goodwill to present written papers and to those who did not, for their permission given us to approximately reconstitute their presentations based on recordings. We regret that, due to the short time available, we could not alsó publish the discussions of the Symposium in which the art of dialogue competed with the depths of the remarks. Neither was it possible to reflect the part played by the moderátor of the proceedings, Ricardo Diez-Hochleitner, President of the Club of Romé, who encouraged the debates with the same attention that he devoted to moderating them. Therefore, the quarterly will strive to reflect in one of its next issues the ideas born from the crossfire of discussions. For the host this was an eventful intellectual action and an opportunity for reflection that enjoyed a wide coverage thanks to an out-of-common attention from the mass-media. The fact that in addition to the generál themes of globalization, crises and conflicts the Symposium alsó dealt with Romania's long term perspectives and the future of South-Eastern Europe, a region to which the country belongs, aroused particular interest in the Románián society.
