EANM-Congress, Strasbourg, 1989

Dear Prof. Chambron,
Dear colleagues,
Ladies and gentlemen!
To start, let me quote from A. de Saint Exupery, Citadelle:
"Car il est un temps pour choisir parmi les semences, mais il est
un temps pour se rejouir, ayant choisi une fois pour toutes, de la
croissance des moissons", which means "There is a time to choose
the seeds, but there is another time to enjoy - after a definite
choice has been made - the growth of the harvest".
One could apply the sentence to our Association, which has now
delegates from 23 european countries from East and West, from
North and South and has about 1400 members from 41 states.
The positive aspects for the EANM in 1989 do not only include the

spread of the EANM but also the organization of this 2 EANM-Con-
gress due to the outstanding efforts of Prof. Chambron and his
colleagues from the French Society of Nuclear Medicine and Bio-
physics. At the same time we can look back at a very successful
Congress in Milan under Prof. Buraggi. Moreover, the EANM has ob-
tained observer status at the COST B-2-project on quality control
of Nuclear Medicine software of the EEC in Brussels and has ap-
plied for consultant status at the Council of Europe and our Task
Groups started their activities in the last year.
In the past, almost 2 years in office I learned a lot about the
pecularities of Europe and the situation of Nuclear Medicine in
our small, beautiful and complex continent. In this context we
must state that negative aspects exist also. Due to the complica-
ted structures in the EEC Brussels and CE Strasbourg it proved to
be very difficult to contact the right persons at the right place
to coordinate regulations and legislation concerning Nuclear Me-
dicine in Europe. There are countries in Europe awash with so-
phisticated camera systems, easy access to new radiotracers and
PET-facilities, while in other areas qualified people struggle to
