PREFACE
The reader of this essay will not mistake its author for a military strategist, or a political expert, or a student of science of any sort. He is only a citizen who writes.
I embarked upon this essay because I found myself in deep dissatisfaction with the present nuclear debate. Almost nowhere did I find my own view of the problem precisely put. What was worse, my view of the problem, which is the view of others as well, was shouted down from both sides, from all of the right and almost all of the left. Its coherence was challenged. It was clamorously accused of "third camp-ism," of a failure to follow certain political and philosophical conceptions to their "logical conclusion," of a refusal to "let the other shoe drop."
