Although this is the second edition of Personnel Management: A New Approach, which was published in 1987, it is also a successor to Personnel Management by John Chapman and Derek Torrington, which was published in 1979, with a second edition in 1983. There is thus a continuity of publication in four volumes over twelve years. The remarkable sales success of the book over such a period makes one cautious about changes, especially as our programmes of empirical research among personnel managers in the mid-1980s produced so many variations of insight and interpretation that a completely different treatment of the subject was necessary in the 1987 edition.
Changes in this edition are modest but important. We have taken further the significance of the human resources management approach, as this has consolidated in recent years, and have attempted to work the implications through at all stages of the text. Chapter 3, Personnel Policy, is now Personnel Policy and Strategy, and a single chapter on Manpower Planning has been replaced by two on Human Resource Planning, which are also repositioned in the text to demonstrate the change in emphasis on both strategy and planning. The chapters on organization and communication have both been divided in two, and further developed.
Part III of the book remains the largest and has been retitled Employee Resourcing instead of Manpower Administration. We are not particularly happy with that title, but it seemed important to get away from the term 'administration' and its prosaic connotations. For Part VI we have obstinately refused to change the title from Pay, remaining unconvinced that 'reward', 'compensation' or 'remuneration' can adequately cover the range of topics. The material in Part VI has, however, been much altered to take account of the innovations in the area. All chapters have been updated and rewritten where necessary.
