International Red Cross and Red Crescent Plan of Action FOREWORD The 27th International Conference of the Red Cross and the Red Crescent took the historic step of adopting a Plan of Action for the period 2000 - 2003. The Plan of Action is divided into three chapters relevant to distinct aspects of the work of different components of the Movement. The nature of the Plan of Action, addressed as it is to States party to the Geneva Conventions, National Societies, the ICRC and the International Federation is unique in the international community. Its implementation will not be a straightforward matter, but it is important that all participants at the International Conference should have the document and its surrounding texts (the Resolution by which it was adopted, and the Declaration of the Conference) available in a usable form as they proceed with their implementation tasks. We therefore have much pleasure in introducing this document to all Conference participants and others concerned with the task of implementation and trust that this booklet will facilitate the work to be done in the years ahead. The ICRC and the International Federation will each be in contact with relevant authorities and National Societies during the implementation period, recognizing that all those to whom the Plan of Action is addressed will need to work together so that future International Conferences can reflect on the experience gained during the implementation period. We will alsó ensure that the issues are considered within the work programmes of all components of the Movement, for one of the special advantages of the plan is that it will be of concrete benefit to the achievement of other tasks within the humanitarian agenda.
