ForewordThe Country Studies of the Little, Brown Series in Compara-tive Politics are now going into second editions. The con-ceptual innovations initiated in the series have been widely accepted in the literature of comparative politics. Revisions of the volumes and new contributions to the Country Studies reflect our pedagogic experience and the significant innovations that have occurred since the series began. The new editions give greater stress to policy-making processes, the performance of political systems, and developmental patterns and prospects.The first edition of Richárd Rose's Politics in England ap-peared just ten years ago. It had a substantial impact on the study of British politics, bringing to the fore such themes as political socialization and culture, political communication, and participation. The second edition with its stress on the performance of the British political system is likely to have a similarly significant impact. Its central theme is the responsive-ness and performance of British politics and government, trac-ing the effects of historical, economic, cultural, and political factors on party goal-setting, public policy-making, and the allocation of public resources.
