Electoral comimttees - considering their formation, cornposition, scope of authority and operation -play an important part in the electoral system serving the democratic state of the rule oflaw of the Republic of Hungary, Their weight and role are démonstrated not only in the protection of the conditions for one of the basic political civil rights, i.e. exercising the right to vote, but alsó in the fact that their activity is indispensable in the unbroken continuation of theprocess which was embodiedin thelegitimate conduct of the parfiarnentary elections in 1990. Theref ore, the legality of their operation and the la wfulness of their decisions continue to make a fundamental contribution to the manifestation of the political will of citizens and to thelawful embodiment thereof. They have to fülül their legitimate obligations amidst the political wrestling of the competing parties and before the very eyes of the generál public. Electoral committees perform their duty within the framework of an election system where, on the one hand, electors east their votes concurrenüy for the candidates nominated in the individual constituencies and for the territorial (metropolitan and county) lists presented by the parties. On the other hand, their work shallbe organizedin such amanner as to facilitate the earliestpossiblepromulgation of thepreliminary election results, in compliance with thenorms accepted in democratic states of the rule of law. The fact that two ballot papers shall be given to each elector, and that the votes east shallbe evaluated separately, requireshigh responsibility and a thorough grounding.
