Preface
I have tried to write an easily readable book for practising personnel managers and officers who are starting in manpower planning or who wish to know something more about it. It should also be of value to the line manager. This is a general guide with simple practical ideas. The manager who wishes to study more widely, or in greater depth, will find the references useful.
The book deals with what has been variously called organization, enterprise or company manpower planning. Conse-quendy it will not satisfy the reader who is interested in national manpower planning for its own sake. This is only mentioned here when it is of direct concern to the manager.
It is worth remembering that each author can draw only on his own experience and reading. Consequently, while I have tried to generalize from my experience and to bring out principles applicable in many situations, it is inevitable that another author or manager would consider a different emphasis to be more appropriate.
While it is intended that the book should stand as a whole, many people may wish to skip the more detailed chapters and will gain a general appreciation of the background problems and framework of manpower planning in chapters 1 and 2 without reading further.
