PREFACE The Center for International Priváté Enterprise (CIPE) promotes priváté enterprise and market-oriented reform worldwide through initiatives such as the Legal & Regulatory Reform in Hungary Project, providing support for the effort of loading Hungárián organizations and individuals to promote the democratic and economic transformation. One such organization is the Public Policy Institute Foundation (PPI), which conducted a project analyzing the role local government plays in the priváté sector development. As part of this project, PPI organized a conference in Eger, bringing together an impressive array of talented analysts and policymakers from both Hungary and abroad to address the relevant issues. The success of the conference is directly attributable to the effort of Mr. Mihály Laki, chief coordinator of the PPI project and Mrs. Catherine Lorschy, conference organizer. And, of course, the overall organizational success of PPI is due to the outstanding leadership provided by its Executive Director, Dr. Tamás Földi.
