Preface I owe a large debt of gratitude to the many friends who have helped me in the writing and editing of this work. The major debt is to my former colleagues-staff and students-in the Centre for Úrban and Régiónál Studies at the University of Birmingham. No less valued have been the comments made by friends in local and central government. Consensus has not been achieved, nor attempted, and any shortcomings are entirely my own responsibility. In particular, it has proved impossible for me to bring all the chapters up to the same date. That the various chapters in Volumes I and II were written at different times during the academic year 1971-2 will be all too apparent.
