PREFACEAt the first meeting of the Hungarian Démocratie Forum,, held at Lakitelek on the 27th of September 1987,, it was proposed (in written recommendations presented by, among others, the author of this préfacé) that the Forum should place on its agenda at the earliest date possible the issue of the Hungarian minorities living beyond the country's borders. The situation of these minorities, which has also been publieized by the international press since then, has deteriorated to an alarming degree. This fact, together with the persistent indifférence of domestic authorities over the decades, prompted the organizers of the Hungarian Démocratie Forum to adopt the recommendation and to immediately set to work on the task of preparing an analysis of the present situation.The above did not come about merely as a matter of chance, as many of the Forum organizers and participants at the Lakitelek meeting had already been personally committed and involved in this matter for many yearsand had raised the issue on numerous occasions. These individuáis had repeatedly attempted to draw the attention of the national leadership and the public to the impending dangers and irreparable conséquences involved.
