FOREWORDSince its founding in 1919 by Mr. Herbert Hoover, the HooverInstitution on War, Revolution, and Peace at Stanford University hasbecome an international center of documentation and research on prob-lems of political, social, and economic change in the twentieth century.As an aid to this goal, considerable effort has been concentrated on thecompilation of bibliographies so that the character and scope of therich resources contained within the Hoover Library can readily beknown to scholars and research institutions throughout the world.Until recently, the bibliographies published within the HooverInstitution Bibliographical Series have been confined only to those titlesheld within the Hoover Institution itself. It has now become the practice,however, to include bibliographies which are deemed to be of specialvalue to the researcher and provide a unique contribution to their subjectfield even though they may draw on holdings of other libraries in additionto those contained in the Hoover Institution's collections.This bibliography, SOVIET DISARMAMENT POLICY, 1917-1964,meets the above criterion. Here, for the first time, is an attempt tomake a comprehensive list under one cover of the basic documents,books, and serials which will contribute to a well-rounded view ofSoviet disarmament policy from 1917 to the near present. A large portionof the works listed are in the Hoover Institution's library.Disarmament is one of the dominant problems in the world todayand the true Soviet intent toward this problem one of the major riddles.It is the compiler's belief that the understanding of Soviet disarmamentpolicy would benefit from the widest possible familiarity with the ide-ological, political, military, and technical factors --within and outsidethe Soviet Union--past, present, and future, which may affect this
