PREFACE
In 1992 the Dutch Minister of Education dr. J.M.M. Ritzen, responded positively to the request of dr. E.D. Dneprov, at that time the Russian Minister of Education, to establish cooperation in the field of educational development. This cooperation, which was further elaborated on and continued by Dneprov's successor, Minister E.V. Tkachenko, led to an intensive interaction between a large group of Dutch and Russian experts.
One of the projects within the framework of Dutch-Russian cooperation is the development of special education in the Netherlands and Russia. During the elaboration of this project the program-leaders often noted that the participating experts, teachers and students did not know much about special education in other countries. Especially the Russian participants had, due to the fact that only a few of them are accustomed to the use of foreign languages, little knowledge of special education beyond the frontiers of Russia. This resulted in the plan to compose a book with a comparative description of special education in a number of countries.
The editorial responsibility for this book had been put in the hands of
- Dr. C.M. van Rijswijk, Director of the Paedological Institute of the City of Amsterdam and Dutch program-leader of Dutch-Russian cooperation in the field of special education,
- Prof L. Shipitsina, Rector of the Wallenberg University at St. Petersburg and Russian program-leader of Dutch-Russian cooperation in the field of training teachers for special education and
- Dr. Nigel Foreman, senior lecturer in Psychology at Leicester University (United Kingdom) and chairman of the British and East European Psychology Group.
These three editors asked experts from five countries to sketch a portrait of the development of establishments for special education in their country.
