Dear Comrades! The farther the years of the Great Patriotic War recede into the past, the more we appreciate the greatness and significance of the heroic deeds of those unforgettable days. Today we are honouring Tula, the hero city whose outstanding exploit has earned it the highest award of our Homeland. As a participant in the war I am particularly happy to be with you on this memorable day and to share your festive mood. I wholeheartedly congratulate the citizens of your fine city, men and women, people of all ages and walks of life, on this high award.
