The scientific-technical revolution we see today is not only a revolution in science and production but also a revolution of the "cultural ideal".
It must be emphasized that it is not only the substance of general culture that is in question. That substance changes constantly /it is not only expanding but gets also modified/, in the wake of the evolution of the human environment, of mankind, society and the forms of social consciousness which mirror the real world. It would be meaningless to speak of a general culture of eternal validity divorced from space and time.
At present, however, more than this is at stake: in our age the very concept of culture must be reinterpreted. We must be aware that an educated person today is not one who possesses lexical knowledge only, but one who is able to store his knowledge systematically, to keep it up-to-date and, what is most important, to use it effectively.
1/ THE INTERPRETATION OF GENERAL CULTURE
We do not intend to provide an all-embracing definition of scientific validity for general culture. However, it appears necessary to elucidate the features considered by us most important, which permit the definition of the place and role of technical culture.
In our opinion, culture is the systematized sum total of such knowledge and purposeful behaviour that enables a person - to orient in his environment /in space and time/;
