A fear that they might have created an instrument that could result in the exercise of too much power by government. Having defeated one tyranny, they feared another. Accordingly, they added ten amendments which came to be known as The Bill of Rights. Number one dealt with freedom of speech: "Congress shall make no law . . . abridging freedom of speech or of the press. . . There it wasand stiU isspelled right out.Unfortunately, the delegates failed to visualize bureaucratic edict which today governs us more effectivelyand more tyrannicallythan Congress. For forty years weak Congresses have allowed the federal bureaucracy to grow into the monster it is today. Its edicts have the force of law and all that goes with it.
