INTRODUCTIONAlthough rich in natural resources and labour power, before herliberation from under the fascist yoke Rumania was a backward agrariancountry, dependent on the big imperialist powers in all respects. Shewas ruthlessly exploited by both the foreign trusts and the local capi-talists and big landlords.When they set up the people's power, the working people, led bythe Party of the working class, secured genuine national independencefor their country and created the foundations for the building of social-ism in the Rumanian People's Republic.Industrial output has developed remarkably under people's power,thanks to the building of numerous enterprises, the creation of newbranches of industry and the implementation of the Ten-Year Electri-fication Plan ahead of time, and has increased at a steady rate. Conse-quently, the volume of industrial output in the whole of the nationaleconomy increases with every passing year.The fact that the principal means of production became the propertyof the people and that socialist relations of production were establishedcreated the conditions for the planned management of economy, for thecontinuous development of the national economy and the steady raisingof the standard of living. The people's democratic state placed industrial-ization, the socialist transformation of agriculture and the work formaking culture accessible to the masses at the foundation of the programmefor the construction of the new system.
