As the Honourable Readers are taking this publication in their hands they mayknow more about the chance of NATO membership of our country than the ex-perts did who participated in the conference and so called closing discussionon the study of the British workgroup that has made a change analysis in ourdefence sector in February 1997 and whose lectures are gathered here for thereaders' information.*The conference giving opportunity for these lectures is an organic part ofthe efforts made by the Ministry of Defence continually establishing the condi-tions of our NATO membership.As for the antecedents of the study analysing the defence sector and entit-led On the Democratic Control of the Armed Forces and the Parliamentary Control ofthe Ministry of Defence: in April 1995 an agreement was reached between theHungarian Minister of Defence an his British counterpart that we would accepthelp offered within the framework of which the widely experienced workgroupof the British Ministry of Defence specialised in interior consultative studieswould survey and analyse the state of the civil control of the Ministry of De-fence and of the Hungarian Defence Force, as well as its institutions and theway measures taken and other conditions work.The aim of the studies was to explore the realisation of the democratic cont-rol of the Hungarian Defence Force, the civilization of the Ministry of Defenceas well as its functional relationships with the Hungarian Defence Force Com-mand. A further aim was to compare the registered situation with other examp-les of international practice, especially with British practice and, also, with theexamples set by other Western European countries. Finally one of the aims wasthat, if possible, proposals should be made for the Hungarian administrationon the improvement of further measures and measures already taken. The StateSecretary for Administration of the Ministry of Defence undertook the patro-nage over the studies.On 23-26 October 1995, the group doing the survey (DMCS Managementand Consultancy Services) made a preliminary visit in the MoD so as to get to* In Madrid on the 8th of July a decision has been made to invite three countries includingHungary to NATO.
