FOREWORDThis study was undertaken on the responsibility of the Committee for Agriculture in accordance with its programme of work concerning central and eastern European and Soviet agriculture. It was guided by the ad hoc Group of Experts on East/West Economic Relations in Agriculture and is largely based on discussion papers prepared by members of the Group. The report was edited by K.E. WADEKIN, Professor Emeritus of Giessen University (Germany) and consultant to the OECD, and F. KUBA, OECD Secretariat, Directorate for Food, Agriculture and Fisheries.In order to ensure the widest possible audience for this study, it is being published in cooperation with the Centre for Co-operation with European Economies in Transition (CCEET). This Centre was created in March 1990 to provide a focal point for co-operation between the OECD and the central and eastern European countries. The Centre's major responsibility is to design and manage a programme of policy advice and technical assistance which puts the expertise of the Secretariat and Member countries at the disposal of the reforming economies.The Committee for Agriculture discussed the report and recommended its derestriction. The Council agreed to make it available to the public on the Secretary-General's responsibility in November 1991.
