Some months prior to the cessation of hostilities between the principals engaged in the Great War, prior to the historic signing of the Armistice on November 11, 1918, in the Forest of Compiegne, a secret communication was sent to selected agents throughout the world by the German chief of intelligence. It read in part:Soon the government of his Imperial Majesty Kaiser Wilhelm II will sign an armistice with the enemy.You are ordered to maintain your cover.You are ordered to make known your status to the control assigned you and to your control only.You are ordered to obey future orders and instructions to the letter.This infamous surrender has not been achieved by superiority of arms or men, but by treachery and betrayal from within.We shall not forget the lessons learned in this conflict.The Reich will endure.The Reich will one day take its rightful place at the head of all nations.1
