Preface This book of essays on the welfare state is the second volume of my selected published papers; the first dealt with macroeconomics. As in the first volume, I have endeavoured to include only papers that may be of somé generál interest. Because of space limitations, joint papers are excluded; their titles may be found in the reference list at the end of the Introduction. Technical papers on methodology have alsó been excluded.
