"Still Waiting", author Janetra Johnson's preserved a historical account of the Guards financial policies and performance illusions between 1997 and 2014.  In the book, Janetra takes you inside the Guard, during a time when the Department of Defense or Pentagon should have been audit ready.  She filed her federal lawsuit in 2009 and was one of the first to audit the Guards pay practices. Case Title: Johnson v. Departments of the Army and Air Force et al. She benchmarked the National Guards pay policy with the Department of Defense and discovered a financial error.  In 1997, the National Guard should have made a financial change from a deregulated pay policy to a regulated one.  During the administration of President George W. Bush, the financial error was undetected, until Janetra complained in federal court that the agency has never been audited, and is keeping old regulations on the books.  The Ninth Circuit declined to review the deregulated pay policy because it collided with the military feres doctrine. First, the Guard attempted to delete its error and bar review. Then, it motioned the appeals court to strike the financial documents and other information from the record.  The National Guard made the financial change from a deregulated to a regulated pay policy without disclosing its misstatements or publicly acknowledging the error. The financial discrepancy in the Guards pay policy is still unresolved.
